Follow this routine every time a job leaves the ground.

Each step removes a different cause of falls. Skip one and the whole chain weakens.

01 Avoid height if you can

Ask first: can this be done from the ground with extending tools or by lowering the work? If yes, stay down.

02 Assess the risk

Identify fall distances, fragile surfaces, weather exposure and what - or who - is below before work starts.

03 Choose the right kit

Prefer collective protection like guard rails and platforms over harnesses. Match the equipment to the task and duration.

04 Inspect before use

Check ladders, towers, platforms and harnesses every time. Damaged kit comes out of service immediately.

05 Check the weather

Wind, rain and ice change everything. Postpone external work when conditions make access unsafe.

06 Protect people below

Set exclusion zones, use tool lanyards and keep edges tidy so nothing - and nobody - falls onto those underneath.

07 Work within reach

Keep three points of contact on ladders, never overreach, and reposition the equipment rather than stretching.

08 Plan the rescue

Agree how you will get someone down quickly if things go wrong. Never rely on the emergency services as the only plan.

The law behind safe working at height

Safe working at height is not guesswork. It is a set of duties under the Health and Safety at Work etc. Act 1974 and the Work at Height Regulations 2005, with risk assessment required by the Management of Health and Safety at Work Regulations 1999.

WAHR 2005 is clear: work at height must be properly planned, appropriately supervised and carried out by competent people. Online awareness training builds that knowledge; equipment-specific practical training - for MEWPs, tower scaffolds or harness systems - may also be legally required for certain tasks.

Before anyone climbs, take a moment to ask: does this job really need height? Can a fall be prevented rather than just survived? Is there a plan to get someone down fast? That moment prevents most falls.

Planning the work

Avoiding height altogether

The first question is always whether the work can be done from the ground. Extending tools, lowering equipment to floor level and designing tasks out of height altogether remove the risk completely - and WAHR 2005 expects you to consider this first.

Assessing the risk

Where height cannot be avoided, assess the job before it starts: how far could someone fall, what would they land on, are any surfaces fragile, what is the weather doing, and who is below? The answers drive every decision that follows.

Choosing the equipment

Pick equipment that suits the task, the duration and the conditions. Collective protection - guard rails, scaffolds, podium steps, MEWPs - protects everyone without relying on individual behaviour, so it always comes before personal fall protection like harnesses.

Ladder safety essentials

Ladders are fine for short, light tasks - when used properly. Inspect the ladder before use, set it on firm, level ground at the correct leaning angle, secure it where possible, keep three points of contact while climbing, and never overreach. If the job takes longer or needs both hands, choose a platform instead.

Safe behaviour at height

Once up, stay inside the protected area, keep tools secured with lanyards, and never step onto a surface you have not confirmed can take your weight. Fragile roof lights and ageing sheets are a leading cause of fatal falls - treat every unverified surface as fragile until proven otherwise.

  • Overreaching from a ladder - the classic cause of overbalancing falls
  • Skipping pre-use checks - hidden damage turns into sudden failure
  • Standing on fragile surfaces - roof lights give way without warning
  • Working without edge protection - nothing stops a slip becoming a fall
  • Ignoring the weather - wind and ice turn safe access into a hazard
  • Improvised access - chairs, pallets and forklift forks are not platforms
  • No rescue plan - a suspended worker needs help in minutes, not hours

Falling objects

Tools and materials dropped from height can be lethal. Use tool lanyards, keep edges clear of loose items, and never throw anything down - lower it properly or use enclosed chutes.

Exclusion zones

Set up barriers and signage so people cannot walk underneath active work at height. On busy sites, a banksman or spotter adds another layer of protection.

Weather and conditions

Check the forecast before external work and keep checking during it. High wind affects towers and MEWPs long before it feels dangerous on the ground. Rain and ice make every surface and rung slippery.
