A secure point of attachment for a lanyard or fall protection system. Anchor points must be strong enough to hold a falling person and should be identified before work begins.
The general term for equipment used to reach a place of work at height, including ladders, stepladders, podium steps, tower scaffolds, scaffolding and MEWPs.
Someone with the training, knowledge, skills and experience to carry out a task safely. Under WAHR 2005, work at height must be done by competent people or supervised by one.
Protection that covers everyone in the work area without individual action, such as guardrails and working platforms. It always takes priority over personal protection like harnesses.
Physical barriers fitted at open edges - typically guardrails, mid-rails and toe boards - to stop people and materials falling from a roof, floor or platform.
A marked area beneath or around work at height that people are kept out of, protecting them from falling tools, materials or debris.
A system that stops a fall that has already started, usually a harness, energy-absorbing lanyard and anchor point. It is a last resort in the hierarchy of control and demands a rescue plan.
A system that physically prevents the wearer from reaching a position where a fall is possible, by limiting how far they can travel from the anchor point.
A surface that cannot safely take the weight of a person, such as rooflights, fibre cement sheets and corroded metal roofs. Falls through fragile surfaces are a major cause of death at work.
A rigid horizontal rail fitted at the edge of a platform, roof or stairway to prevent falls. A standard arrangement includes a top rail, a mid-rail and a toe board.
A full body harness distributes fall forces across the body and connects the wearer to a lanyard and anchor point. It needs user training, inspection and a rescue plan.
The WAHR 2005 order of priority: avoid work at height where possible, prevent falls where it cannot be avoided, and minimise the distance and consequences of a fall where risk remains.
The Health and Safety Executive, the national body responsible for enforcing workplace health and safety law in the UK and publishing guidance on safe work at height.
The correct setup angle for a leaning ladder: one unit out at the base for every four units of height, roughly 75 degrees. Too steep risks tipping back; too shallow risks the base sliding out.
The connecting line between a harness and an anchor point. Energy-absorbing lanyards are used for fall arrest; fixed-length lanyards are used for restraint and work positioning.
Mobile Elevating Work Platform - powered access equipment such as scissor lifts and boom lifts. Operating a MEWP requires specific practical training in addition to general awareness training.
A document describing how a job will be done safely, step by step. For work at height it typically covers the equipment, the sequence of work, supervision and emergency arrangements.
A small mobile platform with a guarded working position, used for low-level work indoors. They give a more stable, protected position than a stepladder for longer tasks.
Personal Protective Equipment. For work at height this can include a helmet with a chin strap, suitable footwear and, where the risk assessment requires it, a harness system.
The pre-agreed arrangements for rescuing someone promptly after a fall, especially a person suspended in a harness. A fall arrest system without a rescue plan is incomplete.
The process of identifying hazards, deciding who could be harmed and how, and putting suitable controls in place. WAHR 2005 requires every task at height to be risk assessed.
A fixed temporary structure providing working platforms and access at height. Scaffolds must be designed, erected, altered and inspected by competent people.
The maximum load an item of equipment is rated to carry safely, marked by the manufacturer. Exceeding it on a platform, tower or MEWP can cause collapse or overturning.
An upstand fixed at the base of a guardrail that stops tools, materials and feet slipping off the edge of a platform onto people below.
The climbing rule for ladders: keep two hands and one foot, or two feet and one hand, in contact with the ladder at all times while climbing.
A mobile aluminium tower with a guarded working platform. Towers must be assembled by trained people, used on firm level ground, and never moved with anyone on the platform.
The Work at Height Regulations 2005, the primary UK legislation for work at height. They require work at height to be properly planned, appropriately supervised and carried out by competent people.
A technique where a harness and lanyard hold a worker securely in position while their hands stay free to work, commonly used on towers, masts and structures.
Any surface from which work is carried out at height, such as a scaffold deck, tower platform, MEWP basket or podium. Platforms should have edge protection and be inspected before use.
Knowing the correct working at height vocabulary is more than an academic exercise. It is the difference between a confused team and one that can apply the Work at Height Regulations 2005 confidently on the roof, the warehouse floor or the building site.
The single most important concept in this glossary is the hierarchy of control. Avoid work at height where you reasonably can. Where you cannot, prevent falls using collective protection such as guardrails, edge protection and working platforms. Only where risk remains do you minimise the consequences of a fall, with fall arrest as the last resort.
Fall restraint stops a fall from ever happening by limiting how far the wearer can travel. Fall arrest catches a fall that has already started using a harness, energy-absorbing lanyard and a sound anchor point. Whenever fall arrest is used, a rescue plan must be in place, because a person suspended in a harness needs to be recovered quickly.
A fragile surface - rooflights, fibre cement sheets, corroded decking - cannot take a person's weight and must be identified before work starts. Below the work, an exclusion zone protects other people from falling tools and materials, supported by toe boards on platform edges.
A risk assessment identifies what could go wrong and how it will be controlled. A method statement sets out the safe sequence of work. And the competent person requirement in WAHR 2005 makes sure the people planning, supervising and doing the work actually have the knowledge to do it safely.
